The case for reforming the Disability Support Pension

Deloitte Access Economics was engaged to explore potential reforms to the Disability Support Pension (DSP), with the aim of creating a system that better supports employment for people furthest from the labour market. The project involved developing an economic framework focused on the employment decisions of DSP recipients, and commencing an estimation of the DSP’s impacts and the barriers faced by people with disability seeking greater workforce participation. This included synthesising findings from major inquiries, such as the Senate Inquiry into the DSP and the Disability Royal Commission, alongside data from the HILDA Survey, ABS, and the Department of Social Services. Descriptive and regression analysis extended existing evidence on how the welfare and tax systems interact for DSP recipients. Five disability peak bodies were engaged to help ground the evidence base and directions of reform options in lived experience. The resulting report presents initial proposals for reform, for further work in collaboration with government and the sector/community.

This includes over a decade advising governments on methods to better engage and support individuals with disability across the labour market and skills system.
